Government of Mozambique / World Bank
Rural secured the second World Bank / Government of Mozambique Generation, Distribution and Sale Concession in the Northern Inhambane area of Mozambique in 2004. For this purpose, Rural incorporated a local company, Energia de Moçambique, Lda (“ENMo”) together with a local partner Intelec Holdings. Rural held a majority stake of 65% of the share-holding in ENMo, providing all the required capital investment and expertise from South Africa. The twenty year concession was awarded in 2004 but was unexpectedly nationalized after successful implementation and delivery of the original project plan in November of 2007.
During its time as operator, ENMo was able to make valuable contributions to the daily life of local residents and businesses through the provision of quality and continuity electricity – generated at its newly constructed central generation facility located at Temane, with the power being distributed along the newly constructed 33kV power lines linking Temane, Inhasorro and Vilanculos.
Prior to the nationalization, ENMo really came into its own when Cyclone Favio hit Vilanculos on 22 February 2007. With no Governmental or other financial assistance, ENMo (through Rural’s assistance and support) repaired the extensively damaged networks and generation infrastructure in 27 days, to the benefit of the devastated community.
